ONSMSYNC -E -P BASED ON PSM RETURNS "THE LOCK CATALOG TABLE IS NOT OPEN" ERROR

When running
onsmsync -E -p jg0206 -g 1
in a PSM environment, the onsmsync always fails with the
following messages in the
bar_act.log file.
