ADMIN_MOVE_TABLE: INDEX IS NOT GENERATED IF TARGET TABLE IS COLUMNAR

Problembeschreibung:
ADMIN_MOVE_TABLE automatically creates a generated index in case
the source table doesn't already have an index defined.
This is done to optimize the REPLAY phase. In the CLEANUP phase
this generated index is dropped again.

Until now, if the target table is columnar this generated index
was not created.
This was due to earlier limitations of secondary indexes on
columnar tables.

This change enables the creation of the generated index on the
columnar target table, if possible.
