IHQ DBSCHEMA SPL DISPLAY NEEDS FORMATING

| Problem description: |
In IHQ go to the schema manager, choose a database and open
SPL&Functions, select any Procedure
We can observe that it is not formatted properly, procedure
definition,description everything looks like a paragraph and it
is not understandable to the customer. |
