CLI APPLICATION CRASHES DUE TO ARRAY INPUT FLAG FAILS TO RESET IN CLI LAYER
WHILE CLI APPLICATION PERFORMS ARRAY INPUT.

Problem description:
Array input flag fails to reset in CLI_SQLExecute function while 
doing array insert, 
resulting in trap for sqljrGenFdoOff() for the subsequent 
non-array input scenario.
