UPDATE THE COLUMN OTHER THAN LOB TO THE SAME VALUE, A LOG RECORDIS

Problem description:
Update the column other than LOB to the same value for DATA
CAPTURE CHANGES option table, a log record is written
unexpectedly.

The problem is occurred when following all conditions are true,
a log record will be written unexpectedly.
  - table has a LOB column (one or more)
  - table has "DATA CAPTURE CHANGES" option
  - update an non-LOB column of the table with same value

Note:
"update" a LOB column with the same value, a log record is
written as expected since "update" a LOB column subsequently
executes "delete" and "insert".
