DB2 FOR LUW / DB2FORLUW / A50 - DB2

BIND ... ACTION ADD GRANT PUBLIC for a CLP package, from a
downlevel client, can fail with SQL0719N "Package ... already
exists". The package is bound successfully, but the privilege is
not granted to public.

This issue occurs when

1) The package used by the binder to GRANT to public is not
already bound on the server

2) ACTION ADD is used
