DB2 MAY HANG DURING DLOPEN AND DLERROR OS CALLS |

| Problem description: |
The problem is with overlapped dlopen and dlerror calls when
executed in multithreaded environment. This is an AIX limitation
mentioned via APAR IV64306: CALLING SETLOCALE WHILE LOADING
MODULE CAUSE DEADLOCK. This APAR is to change DB2 code to avoid
hitting limitation mentioned by IV64306.
Symptoms of the problem are AIX functions on top of the stack
and call from sqloGetPhysicalMemoryStats:
