DB2 - Problem description

AUTOMAINT_GET_POLICY returns incorrect output

DB2 FOR LUW / DB2FORLUW / A50 - DB2
Problem description:
With this APAR applied, when there is no SELECT privilege on
SYSTOOLS.POLICY the call to the stored procedures below

SYSPROC.AUTOMAINT_GET_POLICY
SYSPROC.AUTOMAINT_GET_POLICYFILE
SYSPROC.AUTOMAINT_SET_POLICY
SYSPROC.AUTOMAINT_SET_POLICYFILE

will return SQL0551N like the example below:

call sysproc.automaint_set_policyfile('AUTO_REORG','reorg.xml')
SQL0551N  The statement failed because the authorization ID does
not have the required authorization or privilege to perform the
operation.  Authorization ID: "DB2INST1".  Operation: "UPDATE".
Object: "SYSTOOLS.POLICY".  SQLSTATE=42501

Without this fix, a misleading error or invalid output is
returned.
