DB2INIDB WILL GO INTO INFINITE LOOP IF SQLSPCS FILE IS GREATER THAN 2GB

| Problem description: |
db2inidb will go into infinite loop if SQLSPCS.1/SQLSPCS.2 files
exceed 2GB. This will prevent user from being able to
initialize a database using split mirror.
The SQLSPCS file will exceed 2GB if the maximum tablespace id is
8192 or higher. |
