NOT ABLE TO DROP A PACKAGE AND INSTANCE GOING DOWN WHEN DROP PACKAGE DUE TO FUNCTIONS HAVE DEPENDENCY ON EACH OTHER

| Problem description: |
Customer was not able to drop a package and instance was going
down when drop package command was run. The root cause is
functions have dependency on each other. Due to this dependency
in functions, cycle in sysdependencies got introduced which
caused a loop during drop package. |
