CLOB DATA GREATER THAN 32KB MIGHT BE CORRUPTED IF FEDERATION SERVER SENDS IT TO ORACLE DATABASE.

| Problem description: |
Federation server puts a CLOB data into separate 32KB buffers to
send the data to Oracle database.
However, the codepage conversion done by Oracle client might
corrupt a multi-byte character spans the 32KB boundary. |
