DB2 FOR LUW / DB2FORLUW / B10 - DB2

db2start fails with SQL1677N. 
 
The failure occurs due to when db2locssh is used to run the 
"samlicm -s" command to gather the TSA license output from the 
remote hosts and the output returned is in a language other 
than English. 
 
Here is an example showing the db2locssh output which is in a 
different language (Brazilian Portugese). 
 
root@srvdb201:/root> /var/db2/db2ssh/db2locssh root@srvdb201 
"/usr/sbin/rsct/bin/samlicm -s"

As root set the LANG environment variable to English using the 
command below: 
$ export LANG=C 
 
Running the following command should then return the output in 
English: 
$ /var/db2/db2ssh/db2locssh root@remoteHost 
"/usr/sbin/rsct/bin/samlicm -s"
