SLOW INSERT PERFORMANCE WHEN USING MON_OBJ_METRICS EXTENDED

| Problem description: |
Using DB CFG parameter MON_OBJ_METRICS = EXTENDED can lead to
increased section close times impacting insert/update/delete
performance
when there exist many table partitions.
A timed Db2 trace shows quite long gap between sqlricls_complex
data [probe 1980] and [probe 2145], e.g.:
