DB2 CONNECT / DB2CONNCT / B10 - DB2

After upgrading to 11.1.2.2  customer get the following error:

System.Data.Odbc.OdbcException (0x80131937): ERROR [IM003]
Specified driver could not be loaded due to system error  1114:
A dynamic link library (DLL
) initialization routine failed. (IBM DB2 ODBC DRIVER -
D_clidriver, D:clidriverBINdb2clio.dll).

What is interesting is that the db2clio.dll is referenced in the
procmon log when we try running a test 64bit program, but when
the 64bit odbc adminstration tool does a test connection, it is
successful and shows no trace of db2clio.dll in a procmon log.

This same program runs fine when run against a v10.5.4 driver.
Same error with v11.2.2 Runtime Client and ODBC Driver Package.
