[IFIX002_FINAL] SERVER_DEC IMAGE DOES NOT HAVE CORRECT LICENSE APPLIED |

| Problem description: |
When the server_dec was created, it does not apply the correct
license because we didn't add it in the ure. We will add it in
so we have server_dec working for now but we will need a
subsequent defect to clean this up and not hardcode all
subsequent new server licenses every time.  |
