DB2 FOR LUW / DB2FORLUW / B10 - DB2

The FLUSH PACKAGE CACHE DYNAMIC may not remove all entries if
there are a large number of number of variations under a single
environment and the environment had been previously marked as
undeletable.

The entries left behind had NumEnv set to '1' and NumVar set to
'0'.

Changes are made to the order in order the entries are removed
from the package cache to help remove these entries.
