DB2START CREATES A SEVERE MESSAGE IN DB2DIAG.LOG FOR INSTANCE ALREADY RUNNING ON WINDOWS

| Problem description: |
If a DB2 instance is already running, execution of db2start logs
a severe level message in db2diag.log.
This only happens on Windows. The message should be at event
level.
Example:
