DB2 MAY CRASH IN PD_GET_DIAG_HIST_V10FP3

Problem description:
Db2 may crash in PD_GET_DIAG_HIST_V10FP3 while accessing the
table function PD_GET_DIAG_HIST():

This APAR is different from APAR IT20913, to safely use the
table function, it is recommended to have both fixes applied.

Local Fix:
Stop from accessing PD_GET_DIAG_HIST(); or if the caller of it
is ITCAM(process name is kuddb2), uninstall ITCAM, or following
2/3 of this technote to disable ITCAM from calling
PD_GET_DIAG_HIST():
