DB2 FAILS ON SOME AVX-512 CAPABLE CPUS

| Problem description: |
Db2 V11.1.4.4 utilizes the following Intel AVX-512 instructions
extensions:
AVX512DP,AVX512F,AVX512BW,AVX512CD,AVX512VL
Not all Intel AVX-512 capable CPUs support all these extensions.
Db2 currently only checks for AVX512F and AVX512CD.
On Linux the supported instruction extensions can be verified
using
cat /proc/cpuinfo | grep flags |
