DB2 SERVER MAY CRASH WHEN EXTERNAL CODEPAGE CONVERSION TABLES

| Problem description: |
There is a timing issue that Db2 might get crashed when using
external codepage conversion tables.
At the time we crash, we can see that sqlnlsIconv() was invoked.
