MISSING START MESSAGE OF AUTOMATIC BACKUP EVALUATION IN DB2DIAG.LOG.

| Problem description: |
With DIAGLEVEL 4, all evaluation start and stop messages should
be written to db2diag.log.
However, there is only STOP event for Automatic Backup
evaluation, and no START event message.
Below is a sample of STOP evaluation message.
