BIND OF PACKAGE FROM NON CATALOG NODE RESULTS WITH A SQL0727 WITH
SQLCODE-805

Problem description:
Binding package from a non-catalog node may result in a SQL0727N
with SQLCODE -805.  If same package bound from catalog node
the bind does not fail.

If the SQL in a bind file (or in the source file if issuing a
PRECOMPILE) refers to an object like a function or procedure
that is in an invalid state, then the attempt to revalidate the
object during the bind will fail with a SQL0727N and sqlcode
-805 if the bind or precompile is issued from a connection at a
non-catalog node.

if the connection is from the catalog node this error is not
returned.
