RECOVERY FAILING DUE TO DUPLICATE XIDS IN THE TRANSACTION LOGS

| Problem description: |
Rollforward on HADR Standby is failing when it encounters
duplicate XIDs during rollforward and fails the Standby. This
may also cause issues during regular rollforward operations.
