DB2 - Problem description

EM_LIST_LATCH IS GRABBED AND RELEASED FREQUENTLY EVEN THERE IS NO
TRANSACTION EVENT MONITOR CREATED/ACTIVE

Problem description:
when UOW monitoring switch is ON, Db2 takes the trouble to
generate event monitor records even there is no transaction
event monitor created/active.  In a high OLTP workload system,
this may cause unnecessary latch contention on
SQLO_LT_sqm_evmon_mgr__em_list_latch.   The latch waiter should
be with a call stack as below:
