DB2 MAY HANG WHEN DATABASE IS CONFIGURED WITH SMALL LOCKLIST andDB2_KEEPTABLECOUNT=CONNECTION IS USED

| Problem description: |
Operations on the database may hang during commit or rollback
processing when the DB2_KEEPTABLECOUNT register variable is set
to CONNECTION, and the database configuration parameter LOCKLIST
is set to a value smaller than 8000.
