DB2 SERVER TERMINATES ABNORMALLY DURING ROLLFORWARD RECOVERY IN THE SQLPLRQ FUNCTION WITH DB2_4K_DEVICE_SUPPORT=ON SET.

| Problem description: |
During rollforward recovery, Db2 may need to restore a load
copy. If there are any LOB columns in the load copy, we will
attempt to perform extra serialization to avoid corruption of
LOB data when DB2_4K_DEVICE_SUPPORT=ON is set. However, the
preconditions for the Db2 lock manager are not met, resulting in
a panic.
