DB2 MAY CRASH INTERMITTENTLY IN SQLRA_SQLW_MEM_FREESPACE

| Problem description: |
Under rare conditions, a variation's sibling can be reused by
another thread by mistake before it is set for READY_FOR_USE,
the thread which reuses the unstable variation's sibling may run
into a crash/trap, the trap stack is similar to below:
