V11.5.5 ONLY: DB2ADUTL COMMAND FAILS WITH SQL1031N IN PURESCALEON ALL MEMBERS EXCEPT MEMBER 0.

| Problem description: |
The db2adutl command fails to retrieve password from global
dbconf, then returns 137 (DSM_RC_AUTH_FAILURE) as below:
This error can be seen in all the pureScale members except
member 0.
Failed to obtain global database path.
Error: Initialize session failed with TSM return code 137
The sqlfGetGDBPath cannot find global dbconf because it
constructs invalid path to dbconf.
In this case, db2diag.log records -1031 error like as below:
