DB2 - Problem description

FAILURE TO BIND PORT DURING DB2START MAY RESULT IN SUCCESSFUL DB2START AND
BLOCK FAILOVER IN HADR ENVIRONMENT

Problem description:
In a HADR environment in an instance down scenario where an
instance restart is attempted, the db2start triggered during
recovery may encounter a port binding failure. This port binding
failure may result in a successful instance start up, however,
the started Db2 may not be able to communicate with
applications. This resulting started instance may fail to handle
application results and may block a failover from happening.
