EXPORT RETURNS SQL0204N "SYSTEM.SYSCAT.FUNCTIONS" IS UNDEFINED.

| Problem description: |
A regression in EXPORT utility was introduced to 11.5.5.0.
When the Db2 server is a down level server (ie. less than Db2
11.5.5.0), for example 11.1.4.6, the EXPORT utility run from Db2
11.5.5.0 client will fail with the symptom:
SQL3015N An SQL error "-204" occurred during processing.
SQL0204N "SYSTEM.SYSCAT.FUNCTIONS" is an undefined name.
