DB2 - Problem description

A DATABASE OUTAGE IS REQUIRED IN ORDER FOR A NEW CERTIFICATE FORHADR WITH
SSL TO TAKE EFFECT

Problem description:
There is currently no way to implement a new certificate for
using SSL for HADR communication without taking an outage on
the primary database.  The expected behaviour is that after
updating the HADR_SSL_LABEL database configuration
parameter with a new label, the new certificate can take effect
by running STOP HADR and START HADR on the primary,
without affecting the applications.  While this procedure does
allow the new label to be used, it is not allowing the HADR
connection to be formed between the primary and the
standby.  The connection is only possible after deactivating
the primary database.
