DB2 - Problem description

MISSING BYTES OF DATA WHEN FETCHING LOB COLUMNS CONTAINING MULTIBYTE

Problem description:
When a LOB column which contains multibyte characters is
fetched, few bytes of data is missing in some scenarios.

circumstances under which the issue can re-occur:
The issue may re-occur if the all below scenarios are met
?	application is trying to fetch LOB data which contains
multibyte characters
?	if application is using LOB locators to fetch the data, i.e
progressiveStreaming=2 and fullyMaterializeLobData=false
?	If the data size is greater than streamBufferSize.

Even when all the criteria are met, the issue occurs randomly
depending upon on the character buffer size used in application
and actual data size. It is a rare corner case.

All the driver versions below 4.31 are vulnerable to this
problem. The issue can occur in all OS platforms.

This APAR fix also fixes the length returned for  lob objects
e.g: clob.length().
