DB2 - Problem description

DATABASE CREATE FAILS WITH SQL2049N RC=2 WHEN DB2_DATABASE_CF_MEMORY BEING
SET TO 0

Problem description:
Customer observed SQL2049N rc=2 when setting
DB2_DATABASE_CF_MEMORY  equal to 0.

As per the documentation link below, the expected behavior when
DB2_DATABASE_CF_MEMORY is set to 0, and cf_db_mem_sz is set to
automatic is that the database should be created with the
smallest possible size of 32,768 4K pages.

Instead what we see is the SCA is assigned a value of ~800GB,
which on most systems will lead to SQL2049N rc=2
