ENHANCE DB2_CSL_SEARCH_PERCENT TO IMPROVE INSERT PERFORMANCE

| Problem description: |
Slow XML INSERT performance when setting
DB2_CSL_SEARCH_PERCENT=1 (smallest value)
This enhancement allows DB2_CSL_SEARCH_PERCENT to permit values
smaller than 1% for increased granularity. Adjusting
DB2_CSL_SEARCH_PERCENT is tradeoff between XML INSERT
performance vs. disk space savings. Larger value result in
slower XML INSERT performance while saving more disk space.

performance.
