DEADLOCK BETWEEN MANUAL RUNSTATS AND AUTO REORG RECLAIM ISSUED BY AUTO MAINTENANCE

| Problem description: |
Customers running on Db2 version before 11.5.6/11.5.7 could
encounter a deadlock between Manual Runstats and Auto Reorg
Reclaim.
It raises an error SQL2310 Error -911.
In case of this deadlock, instead of Auto Reorg Reclaim getting
victimized, here Manual
Runstats (higher priority than Auto Reorg Reclaim) was
victimized and was rolled back.
This should not happen.
