ADMIN_MOVE_TABLE(REPORT) OPERATION FAILS WITH -911 LOCK TIMEOUT DURING
ADMIN_MOVE_TABLE(COPY_USE_LOAD)

Problem description:
When an ADMIN_MOVE_TABLE operation is invoked with the
COPY_USE_LOAD option, and the target table being Loaded has
constraints defined, then an ADMIN_MOVE_TABLE(REPORT) operation
may fail with a -911 lock timeout error when the Load operation
is running.

This is due to the Load operation retaining an X row-lock on the
sysibm.systables catalog table for the duration of the Load,
preventing the ADMIN_MOVE_TABLE(REPORT) operation from accessing
the information in this row.
