INGEST TO PARTITIONED DATABASE DOES NOT WORK OVER SSL

Problem description:
INGEST from a remote client to a partitioned database does not
work over SSL. It will fail with

SQL30081N  A communication error has been detected.
Communication protocol
being used: "TCP/IP".  Communication API being used: "SOCKETS".
Location
where the error was detected: "192.168.0.22".  Communication
function
detecting the error: "recv".  Protocol specific error code(s):
"104", "*",
"0".  SQLSTATE=08001

When INGEST first connects to the database it retrieves the
partition information so that it can establish a separate
connection to each node. It does not retrieve any certificate
information required for the SSL handshake.
