ADMIN_MOVE_TABLE WITH COPY_STATS MIGHT INVOKE LONG RUNNING RUNSTATS

| Problem description: |
To be able to copy statistics ADMIN_MOVE_MOVE with COPY_STATS
option might issue a long running runstats during SWAP phase.
With this change the sampling rate will get reduced to 0.00001. |
