MINBUFFLSN DOES NOT UPDATE FOR A LONG PERIOD OF TIME DURING RECOVERY

| Problem description: |
Under some circumstances, minbufflsn does not move even when
it's far behind lowtran or replay position. If database is hard
killed under this state, the following recovery starts at the
minbuff that may be far behind. If it's a standby for HADR, it
can take longer time to catch up. |
