BCD DECIMAL USING 0XF FOR SIGN NIBBLE MIGHT GET CONVERTED TO NEGATIVE VALUE

Data received over CLI that use 0xF as sign nibble in BCD format
get interpreted as negative value, while 0xF indicates a
positive BCD value.
DB2 VSE is using this old data format. |
