DB2 HADR START MAY TIMEOUT WAITING FOR DB2 START

Problem description:
In an HADR environment, the HADR start script will wait for the
Db2 instance to come online before proceeding with HADR start
procedure. However, the Db2 start may be delayed waiting on
service ports to be available. One scenario where service ports
may not be immediately available is during the cleanup of a
previous Db2 instance. In extreme cases where Db2 start is left
waiting until maximum timeout or near maximum, the HADR start
may timeout causing the HADR start to fail.

Comment
Starting in 11.1.4.7 the waiting period for the service ports
has been lowered so that the HADR start will not timeout.
