CANNOT VIEW BAR_ACT_LOG/BAR_DEBUG_LOG AS USER WITH EFFECTIVE GROUP ID SET TO BARGROUP

| Problem description: |
In 11.70 a user with effective group id set to bargroup cannot
view/cat BAR_ACT_LOG/BAR_DEBUG_LOG file.
The only way to do this is:
$ sg bargroup -c "onbar -m 1000"
In 11.70 the access rights of these onbar logfiles are 0660, in
12.10 they have 0664:
