874 ERROR/SEGV IN OPSELEC AFTER FIX FOR APAR IT10693 WHEN USING EXPRESSION NOT EQUAL ( ) ON DATE DECEMBER 31ST, 9999

| Problem description: |
After getting fix for IT10693, if the expression on the date
December 31st, 9999 is changed from equal to not equal, the
server will get a SEGV in opselec() and report a 874 error
trying to optimize the query.
