Bringing a secondary up into quiescent mode will by pass the
start up of the btscanner threads, which would then normally be
started when you take the instance to multi-user mode. However,
with DRAUTO set to 2, if the primary goes off-line at this
point, the secondary is promoted and skips the initialization of
the btscanner, leading to a fatal assertion failure if the
structures are interrogated. For example:
