ASSERT FAILURE AND CRASH POSSIBLE DURING CSM VP INITIALIZATION WHEN MULTIPLE CPU VPS ARE CONFIGURED

An Assert Failure and crash may occur on instances configured
with multiple CPU VPs when a number of simultaneous connection
attempts are made on IDS ports that are enabled for CSS
communications. The AF file includes:

| Local Fix: |
Start instance with a single CPU VP and then add further CPU VPs
using the onmode command. Note that only one CSM VP will be
started in this scenario. |
