HDR SETUP USING ONTAPE ...-T STDIO -F MAY HANG HDR LATER

| Problem description: |
A HDR setup using "ontape ...-t STDIO -F" could result in
logical logs on the Primary flagged as F (free) and on the
secondary flagged as
U (used) but not backed up.
These logs will never be backed up (breaking the logical log
chain for the restore) and later the HDR will hang because the
logs can't be reused on the secondary
