CASTING A VERY LONG COLLECTION VALUE TO LIST OR MULTISET CAN HOGA CPU VP

A cast like the following can cause a cpu vp being occupied for
extended amounts of time, potentially leading to -27001
connection errors (when first cpu vp affected) or other
symptoms.
(? :: list(integer not null) when using host variables,
or e.g. MULTISET(val1, val2, val2, ..... many many more) ::
