LOGICAL LOG FILE HAS LF_WAIT4FLUSH FLAG SET AND CANNOT BE BACKEDUP (AFTER ONCLEAN -KY)

| Problem description: |
After the engine is abnormally shutdown or "onclean -ky" is run,
the logical log could have the LF_WAIT4FLUSH flag (0x100) set.
This will cause an ontape/onbar logical log backup to hang and
eventually block the whole engine. |
