ONMODE_MON THREAD IN PRIMARY CAN LOOP IN DR_MODE IF PROMOTE AN IFXCLONE RSS CREATION TOO QUICKLY TO AN HDR SERVER

| Problem description: |
When the problem occurs, the onmode_mon thread will continually
loop in dr_mode with the following stack
and you will not be able to run any more onmode commands on the
primary:

In general, the problem occurs when we try to run onmode -d
primary and onmode -d secondary commands to promote
a secondary from RSS to HDR before the ifxclone process to
create the RSS has completed.
We allow these commands to run while the ifxclone process is
still clearing the physical and logical logs on the secondary. |
