CDR_MONITOR THREAD HANGS

| Problem description: |
Some times CDR_Monitor thread can hang due to logical log
corruption. The error message in the online log looks like
this:

snooping
logs.

14:27:58 CDR Grouper Fanout interface with the Dynamic Server

failed.
14:27:58 CDR Grouper FanOut thread is aborting.

14:27:58 DDR Log Snooping - Shutdown
14:27:58 CDR is shutting down due to internal error: Internal
shutdown
14:27:58 ER Monitor received an error from the TSMachinery
subcomponent.
Disabling Monitoring of this subcomponent.
